In November 2022, the Biden Administration offered limited sanctions relief to the Maduro government if those negotiations produced “meaningful progress” toward elections. With negotiations stalled and leading candidates banned from participating in the 2024 elections, Congress may consider how to shape U.S. policy responses to developments in Venezuela.

Raúl Castro began to move Cuba toward a mixed economy with a stronger private sector, but his government’s slow, gradualist approach did not produce major improvements. Cuba adopted a new constitution in 2019 that introduced some reforms but maintained the state’s dominance over the economy and the PCC’s predominant political role.

Occupying almost half of South America, Brazil is the fifth-largest and sixth-most-populous country in the world. Given its size and tremendous natural resources, Brazil has long had the potential to become a world power and periodically has been the focal point of U.S. policy in Latin America.

Located on the Atlantic coast of South America’s Southern Cone, Argentina has a vibrant democratic tradition and is one of the largest economies in Latin America. U.S.-Argentina relations have been strong in recent years, and many Members of Congress maintain interest in security and commercial ties, among other aspects of the relationship.

Record drug overdose deaths in the United States and rising homicides in Mexico, most of which never lead to convictions, have led some in Congress to question the efficacy of U.S.-Mexican security cooperation.

Mexico, the 10th most populous country and 15th largest economy in the world, is bound to the United States by geography and strong economic, cultural, and historical ties. In addition to sharing a nearly 2,000-mile border with the United States, Mexico is among the top U.S. trade partners and a major U.S. energy supplier. Criminal violence in Mexico has imperiled U.S. citizen security in parts of Mexico, and fentanyl production and trafficking from Mexico has contributed to surging drug overdoses in the U.S. U.S.-Mexico ties, both positive and negative, manifest in legislative activity and interest across a wide range of issues in Congress.
Central American Migration: Root Causes and U.S. Policy [CRS]
U.S. policy toward Central America has been a subject of significant debate and oversight over the past decade as Congress has sought to address the underlying factors driving migration from the region to the United States.
